Waters, McPherson, McNeill has extensive experience as General and Special Counsel for various governmental entities. From 2004 through 2011, we served as General Counsel for the Bergen County Utilities Authority, which owns and operates two wastewater treatment facilities. The Authority provides wastewater treatment to 47 of the municipalities in Bergen County. The Authority’s Little Ferry facility has the third largest flow of wastewater of all the treatment plants in the State. The Authority also provides solid waste planning services for all of Bergen County. It also provides solid waste recycling and hazardous waste disposal services for the entire county. We also served as Town Attorney for the Town of West New York, which is a Town in Hudson County of approximately 46,000 residents in one square mile. The Town has residential areas both on top of the Palisades and on the Hudson River, an active retail area and various commercial areas. We also served as Special Counsel to the Hudson County Improvement Authority in connection with the proposed New Jersey Transit ARC Tunnel Project, and we serve as Special Counsel to the Passaic Valley Water Commission in connection with certain real estate matters. From 1990 until 1992, we served as General Counsel to the New Jersey Sports and Exposition Authority. We also served in 1993 as Special Counsel to the Sports and Exposition Authority in connection with the proposed major league baseball stadium in the Meadowlands and to the In 2002 and 2003, we also served as Special Counsel to the New Jersey Department of Banking and Insurance in connection with the possible conversion of Horizon Blue Cross & Blue Shield from a non-profit entity to a publicly traded corporation.
